Dyanmic Like Filter based on a single value in anoither Table

I want to be able to apply a Like filter to a query based on a single value in another table.  For instance, I want to find all projects where the project name is like the value of a project name located in an administrator's table.   There can only be one entry in the administration table, but this capability needs to support  the ability to specify a pattern (such as *) that will select all projects.  
Here is a simple example where I tried to accomplish this, but when I execute the query I get a pop-up parameter window that asks me to specify the FilterOn value.  

SELECT tblProjectPlan.[Project Name]
FROM tblProjectPlan
WHERE (((tblProjectPlan.[Project Name]) Like [qrySelectFilterProject]![FilterOn]));

qrySelectFIlterProject:
SELECT TOP 1 tblAdministration.FilteronProject AS FilterOn
FROM tblAdministration;

Why don't you just do it like this?

SELECT tblProjectPlan.[Project Name]
FROM tblProjectPlan
WHERE (((tblProjectPlan.[Project Name]) in (SELECT TOP 1 tblAdministration.FilteronProject AS FilterOn FROM tblAdministration));

ralmada is close as it works after I have removed a leading (, but I need to know what value I can put in the FilteronProject field that will give me all projects?

I tried %% and got nothing.

in FilteronProject try entering: *

and then run the query like this:

SELECT tblProjectPlan.[Project Name]
FROM tblProjectPlan
