Because of the way the system is set up, the most important variable in this equation is you. Windows NT 4, IIS 4.0 and SSI ???

Hi!
  I have installed IIS 4.0 on Windows NT 4 Server, and I'm trying for a week to make my SSI work. This is a simple counter which I'm calling from HTML page like this:
  <!--#exec cat="scripts/counter.exe"-->
It doesn't work! But if I call it by typing in address field of IE, like this :
  http://domain/scripts/counter.exe
then it works properly.
  What seems to be a trouble?
