Execute cgi in windows and variable name

I need to have a cgi script (don't care what language as long as it will run on windows 2000 server) that will execute a program (a data base program) from an http call and wait for the output (browser page) and send it back. I know how to install it and where to put it. I just don't know how to write it. Also, I need to parse the http call in my program. Is there a windows variable I can use to access this information? If not I will also need the script to write the http string to a file or put in an environmental variable so I can access it in my executed program. Thanks in advance for any help.
I don't believe this is that hard, but I am not very well wersed in any scripting language and don't want to start from stratch.
