Nope, it depends on the font size. Try this little experiment: copy the following into an HTML document.
<font size=1> text</font><b
<font size=2> text</font><b
<font size=3> text</font><b
<font size=5> text</font><b
You'll see that the space gets bigger. If you need a spacer that just HAS to be a fixed size, use CSS for placement (preferred) or use a transparent image (not so good).
