Trying to run a newer cgi script in a php page?

I am trying to run a new cgi script in a php file, i tried <?php virtual("/perlwork/cgi-bin/bw-datetime1.cgi"); ?>

I also tried <!--#include virtual="/perlwork/cgi-bin/bw-datetime1.cgi" -->

Neither worked. I just can't understand it.
