Hmm... The SOAP error message is pretty obscure, isn't it! That is why I recommend REST interfaces. But to the larger issue, getting the access credentials, etc., you need to contact Vodacom directly. When you sign up, be sure to ask them for examples of the interface to the OBS. And don't pay a fee until you see working examples!

I have been on this for over a week. The only PDF document they provided includes the following:
CONFIGURATION
Ip, Failed daily retries, transaction per minute, session timeout
URL
the url link
Web service
login, query, querynetworkspecific
LOGIN METHOD
this includes the sessionID's and it descriptions
All contact to them has been abortive.
Wow, I do not know what to tell you. If they are selling the service and they will not help you buy it, you might want to look for another provider. Or you might ask them for a list of authorized developers. It may be that they have a developer network and that the developers have a special relationship with Vodacom (perhaps paying a fee to Vodacom to keep the interfaces obscured from the public). If that is the case, you may find that paying an authorized developer or becoming an authorized developer is faster than trying to crack the code yourself.

Please contact them and ask if they have a RESTful interface. If you can choose this instead of SOAP it will save you endless debugging hours.
Typically, any mobile network that wants to give you access to this sort of information will have some kind of API, and that means they created their own unique interface with its own function points. And hopefully they created documentation that shows you how it should be called. If you want to post a link to that information maybe we can help more, but an abstract, nameless, faceless mobile network is not really something that we can address with code samples.
So to sum up: Ask for a REST interface and ask for the API man pages.
