Is this a JScript virus?

Hi, at boot (win 98) I noticed that something happened that I was not used to see. Some program started up minimized and then killed itself. I lucked out in the sense that I found the program: a file named sb.hta in the startup folder. However , I still have no clue what the program does and "who" put it there. The first lines is as follows:
<HTML><HEAD><TITLE></TITLE><HTA:APPLICATION ID="hO" WINDOWSTATE=Minimize></HEAD><body><object id='b' classid='clsid:F935DC22-1CF0-11D0-ADB9-00C04FD58A0B'></object><SCRIPT language='JScript.Encode'>

and then a lot of gibberish, followed in the end by
/script></body></html>

So, what does it do? "Who" put it there. Is there I way to reverse code it? Did I neutralize it by moving it from the startup folder or did it have time to do something develish first?! In short, what is it and what does it do!?
