but it says it is for unix only.

This is a framework.
you have to include the js files in your web pages first.
then call the APIs/functions defined in dojo framework. that;s it.
You can get the dojo framework API/function reference details in the dojo site itself.

tar.gz can be opened on a windows pc with tools like winzip or winrar.
