Using JavaScript to connect to SQL database, and get values for html SELECT input

I'm a VB.NET developer for the most part, but I have this application used in my corporation that has a feature where you can create html forms and they post inside this application for record keeping. The problem is, the form MUST be html, it cannot use asp or aspx (otherwise this wouldn't be a problem).

So I've been using alot of Javascript to do field validation, hiding table rows, etc... But what I really need now is to fill a input select box with values from my SQL database in one of my html forms for consistency on both ends (html form and application).

Is there anyway possible to use Javascript to connect to my SQL Server and pull some values to fill this input select box? I don't want to write anything to the database, only read.
