Coding a Gateway for a Website

HI there I have a website which has premium content on it. I would like to only allow users access to that website apon filling out a survey from an external company. Heres a demo of a similar website

As you can see the user clicks an offer to fill out, a new window opens, they then fill out an offer and only once the thank you page appears do they get a cookie on their PC which disables the gateway.

The problem is I don't actually own the survey site so I cant put any code on it to disable the gateway. Is there a way of detecting from my gateway page that the thankyou page has appeared in the other window?

Any Help would be very apreciated. POssibly a nifty piece of Javascript?
