How do I get my <Enter> key to work as <Tab> in both MSIE and FF?

I am Currently attempting to get a script that will perform a key change from enter to Tab for a certain web page.  

When I use the code on a normal 4 tabindex basic form it seems to work properly.  However, Once I do it with a live website something breaks.   Due to confidential purposes I am unable to provide access to the page that it is breaking on.   It is a dream weaver generated page and utilizes a lot of dream weaver javascript throughout it.  

For the mention this is working in Firefox and if I attempt adding document.write('IE'); and document.write('FF'); to the browser check if's they show properly in their perspective browser.   The problem appears to be on the function enterToTab() for the MSIE.  I am using the onkeypress currently with the text fields however I have tried it with onkeydown as well.   Any help would be appreciated.
