How to create a manual tag cloud with random font sizes using Javascript

I have a data source, a list of keywords in one column and the number of occurrences in another column.  Is it possible to generate a basic tag cloud using javascript alone, without dynamic scripting from php etc?  Or if there is a tool online that will accept a spreadsheet file and generate a cloud html based on that format.

I could create the html and links manually for all the keywords and add it to our page, but could a small javascript code be written to apply random classes / font styles on to each anchor link to make them appear distinct and different sizes?

The aim is for a quick and simple solution to make the links appear in different text sizes and maybe styles.  Any ideas?
