adjusting javascript timer on the basis of percondition

hi
i have a timer which is displayed when the quiz question is loaded now i have made some changes to the quiz now the first question load 5 seconds delay i want to add the missing time in the code

i want to only add extra time in the counter if the question number is one which is loaded from the textbox waitq value i have tried the following but it doesnt seem to be working
