Not necessarily a full featured IDE, but for simple stuff I really prefer Notepad++ (free), also Visual Studio 2005 (commercial) is a great environment for working with Javascript files (and any web files in general).

Adding to ruscomp's suggestion: Microsoft Visual Web Developer Express is free and does a nice job, www.microsoft.com/express.

I am using UltraEdit for all kind of text editing job...
Best tool I have ever been used so far :) commercial : $39, 45 days trial...

(and a tiny trick: after it expires you can change your datetime and open it and change date back... and never close it until next reboot :)

How about Eclipse JavaScript editor/debugger plugins?  There are dozens of them.  Does anyone know which one is the best?

Because I'm using NetBeans IDE for Java, I also use it for HTML, PHP and JavaScript and it's pretty good.
