Substitution Regex

I need a regex to do a substitution for me.

I have string that may contain something similar to the following:

<ul>
<li>Foo</li>
<li>[CUSTOM]Foo2[/CUSTOM]</li>
<li> [CUSTOM2]<a href="xyz">Foo3</a> [/CUSTOM2] </li>
</ul>

The [CUSTOM] tags are proprietary tags for a custom application. I want to be able to do a substitution that moves any [CUSTOM] tags outside the <li></li> tags to result in this (there are actually dozens of different of these "custom" tags):

<ul>
<li>Foo</li>
[CUSTOM]<li>Foo2</li>[/CUSTOM]
[CUSTOM2]<li><a href="xyz">Foo3</a></li>[/CUSTOM]
</ul>

I've gotten close on my own, but Perl's leftmostness is messing with me.
