little usermanagement script in perl

got here a little perl script with a few problems

1. if I open the file before i read the group and the pw from the cmdline, therefore it creates me for each $login a new group?!
if I open the file after these 2 inputs it works, but I need id to chekc if the file exists! or what can I do?

2. the useradd section sems correctl for me, and if I type it myself in the cmdl i works fine, but in the script it gives me back "command -c, -g and -d not found"

what should I do?
