Link to Win32 API

I want to execute a perl script from C, using perlembed (ActiveState).
The error is when loading Win32::API.
When adding this reference to the calling C program, it won't link:

I included the library-paths
c:/perl/lib/auto/Win32/Win32.lib,
c:/perl/site/lib/auto/Win32/API/API.lib

Only Win32.lib was linked.
