Perl select statement help

Dear Experts,

I have currently got 2 statements in my perl script:

my $sql = qq{ DELETE FROM NewsData WHERE DirectNewsID=$directnewsid AND Sticky = 0 };
$dbh->do( $sql );

$sql = qq{ INSERT INTO NewsData ( DirectNewsID, Heading, Contents, ArticleDate ) VALUES ( '$directnewsid', '$heading', '$contents', '$articledate' ) };
$dbh->do( $sql );

but before the insert is done, I need some sort of select statement to check if the directnewsid already exists if the delete statement was unable to delete it if that row had a sticky value of 1

then only allow the insert to insert the record if that directnewsid does not exist

so something like

my $sql = qq{ DELETE FROM NewsData WHERE DirectNewsID=$directnewsid AND Sticky = 0 };
$dbh->do( $sql );

if (select statement returns > 0 row count based on directnewsid in the sql WHERE clause)
{
do nothing
}
else (it means that the row does not exist so insert)
{
$sql = qq{ INSERT INTO NewsData ( DirectNewsID, Heading, Contents, ArticleDate ) VALUES ( '$directnewsid', '$heading', '$contents', '$articledate' ) };
$dbh->do( $sql );
}

I cannot figure out how to code this.

Please help.
