The Solution Rating System

With so many solutions, how can you tell which solutions are most likely to help you and which ones are not? To provide you with a tool to use, we rate our solutions based on various elements that most accurately determine if a solution is a quality solution. Recommendations On Sound Programming Utilities for Python

I am leaning strongly towards using Python to produce the initial working version of an app I am developing. Along those lines, I am looking to get a list of the available sound programming resources and utilties for Python.  Any xtra relevant details you care to share would also be appreciated. And don't worry if the resource(s) you post fail to fit all of my requirements listed below, as I am interested in getting a good overall knowledge of what is available. If you happen to know the cost, please do share.

My requirements:
- the ability to programatically record multiple simultaneous streams
- the ability to programatically break out specific chunks of a sound file at a specific start and ending point (ie: from an hour long sound file, break out from 10 minutes into the recording through the next 5 minutes)
- lends itself to/particularly well to voice recordings
