customizing windows - turning off screensaver and set winxp to run with effects off

I have been tring out some api to turn off effects and screensaver.
but none of theme work. I have sucessfully used similar api to change wallpaper and set screensaver timout.

here is one code:

this api does nothing on my system when set to disabled.

win32con.SPI_SETUIEFFECTS is an api to turn off effects in winxp. (the effects you can customize manually on mycomputer->properties->advanced->performance settings-> adjust for best performance)

this api does nothing on my system either. anyone know any code changes that is required to make this work?

EDIT:
Having a api in python to change theme, would be another way to solve the SPI_SETUIEFFECTS. if the theme is set to classic windows sets all uieffects off. I know another way would to turn the theme service off. however I wan't a solution where some users can have a theme and others can have classic (or every uieffect off)
