Gaming Application - Computer Camera

We want to build a gaming web application and we want to have a computer camera on each player desktop so that each player can see each other.

What are the disadvantages of doing that (can you give me some metering so that i can exclude this feature from the application) ?
And how can be done (the rest of the application is going to be written with Python(server) and javascript (client)) ? Is there a tool that is going to help us build this? how difficult this might be it?
