If you just want to have a look at ruby on rails, I would recommend to download Netbeans Ruby on Rails IDE. In fact it is a multi-language IDE, but you can download a Ruby on Rails only version for Windows:

The IDE comes with JRuby, a Java Ruby implementation that runs rails perfectly. I suggest this because you don't have to install anything more. Also the ruby package manager 'gem' is built in an packages and plugins can be installed from within the IDE.
The netbeans wiki is also a superiour resource for more information. As a beginner just check out http://www.netbeans.org/kb
Rails 2 uses sqlite as default database, so for the first steps this would be sufficent.

Clearly Linux environment is much better for doing Ruby On Rails programming. Here my reasons:
1. Ruby and Rails is a lot faster on Linux.
2. Installing Ruby and Rails dependencies is a lot easier in Linux.(apt-get)
3. Many of the most used libraries simply don't work in Windows. For example, Capistrano (needs a posix shell and hence can theoretically work within cygwin), BackgrounDRb.
4. Working in Linux gives you an exact copy of environment that will be used for production. Since, nobody will probably run Ruby on Rails applications in production from Windows.
