Best tool to create ThumbNail from VIDEO

Hi
I have tried with FFMPEG, FLVTOOL2 to create thumbnail from FLV files.
They are giving good thumbnails in quality. But they are not accurate in the FRAME that we mentioned.

For example if i am trying to get thumbnail at 5th second they are giving 4.8 or 5.2 th frame output.
I need a accurate TOOL to create Thumbnail From FLV.

Can any one suggest me on this... Hope lot of experts are here those who are using FLV tools to create Thumbnails for the Video sites.
