You could do it easiest with a simple VBScript called from batch IMO:
REM Tomorrow's date by adding one to current date. If tomorrows day of month =1 then this is last day of month
if day(DateAdd("d",1,date))=1
wscript.echo 1
else
wscript.echo 0
end if
Save that as IsLastDay.vbs and the following in your batch file:
@echo off
set LastDay=
for /f %%a in ('cscript //nologo IsLastDay.vbs') do set LastDay=%%a
If "%LastDay%"=="1" then echo It is the last day of the month
