is there a DOS utility that will return true or false if a date is the last date in a month?
I need a DOS utility that can be called from a batch file to either return the last date of the current month or to return true if todays date is the last day of the current month.

You could do it easiest with a simple VBScript called from batch IMO:
REM Tomorrow's date by adding one to current date. If tomorrows day of month =1 then this is last day of month
if day(DateAdd("d",1,date))=1
wscript.echo 1
else
wscript.echo 0
end if
Save that as IsLastDay.vbs and the following in your batch file:
@echo off
set LastDay=
for /f %%a in ('cscript //nologo IsLastDay.vbs') do set LastDay=%%a
If "%LastDay%"=="1" then echo It is the last day of the month
