It is a domain enviroment.
The only probably with that is we cant lock the PC, we need people to use the software.

I need to be able to stop people logging off this account the best way I assume to do this is have some sort of password protected script as I know I can remove the log off option.

but it sounds like you want a script to do something? What is it beyond that, that you are looking to accomplish?

Is this a domain environment?
If so, you could remove the Domain Users logon rights, then explicitly allow the required user to logon, then lock the computer with the account logged in.
