What is the easiest way a novice can create a usable Windows XP shell in a domain environment?

Hi,

I need to create a shell that can be applied to a group policy. I understand how to deliver it via Group Policy but I need an easy to use interface to create an interface for my Windows XP shell.

Does anyone know of a way or a program that I can use to create a shell? I searched google and download.com and found a few programs but they don't seem to be able to do what I want.

I want to be able to clear the entire desktop and only show the icons and programs I want the officers to see. I want to keep the remaining Group Policies in place but I want to make it easy for officers in the field to to access the programs I want.
