which OS and which version of mail/mailx?
Assuming you mean a mime-type attachement by "file as attachment":
i.g. no mail or mailx can do it out of the box, you have to write a little script around mail to feed the file and make it an attachment.
Better you use another MUA like: pine, mutt, metasend, elm. ...

If you want to send attachments then
-s "subject of this mail"
cgi-bin/ma n-cgi?mail x+1
uuencode file | mailx -c user1@domain,user2@domain2
