Communication Project (Tough one)

I am setting a alarm monitoring system.
At customer end I have a telecom equipment and a computer.I need to detect the power failure alarm and other alarms and I am using a relay (NO and NC contacts).This will change when there is a power failure .This is connected to com port of the computer .As soon change in relay position is detected using the other com port the computer will dial a particular telephone number through where a modem is connected.

At the other end(monitoring end) another modem with a computer is connected and it will be in receive mode and it will understand that there is a power failure at the customer end and this computer will raise necessary alarms.So we come to know that there is power failure. If there is a better concept for transporting the alarm to monitoring end then all suggesstions are welcome.I need the code which will dial out from com port to modem and also connect to the other computer.Handshaking between 2 computers and activation of alarms.I don't know whether anyone can help me.

I don't know whether this question can be asked here. I thought to just give it a try, as I dont know where to find solution for this problem.Please help.
