Keep getting "Please wait while windows configures (myapp)"

I wrote a VB6 app years ago. I have an install program for it (an MSI) which has worked hundreds of times. But now one user is trying to re-install the app on her computer.  THe install seems to go OK, but when she runs the program, it comes up and says "Please wait while WIndows configures chalice". Chalice is the name of the app. I have tried uninstalling it several times. It seems to uninstall fine, but the same thing happens again when it is installed again.

I understand (from other posts on the subject of "please wait while windows configures...", that this is due to the install not being complete. I.E. files are missiong. BUt this install has worked many times. I can't think what would be missing.

One other hint as to how this might have happened. I uploaded the MSI file (inside a zip file) to a sharepoint site for her to download.  My intention was that she would download the zip file, unzip it on her computer and then run the MSI. THe first time she tried to install, she "opened" the zip file on the sharepoint site and then ran the MSI file from inside the zip file. I don't know if this has anything to do with it.

I have tried running the windows install cleanup utility. I have tried everything I can think of to remove the installed program completely and tried reinstalling it several times. Nothing seems to work.
