Employee Oath Ceremony - AutoNumbering Sort Order

Using MS Access 2003, I would like to create a database to keep track of an Employee Oath Ceremony.
I will need to create a database to input an excell spreadsheet with all the new employees names and the Ministry they belong to .  I will also need to match up their "buddy" (Veteran Ministry Employees) that will meet them at the ceremony to shake their hand (and be of any assistance to them in the future re work). The trick is this: I must create a database that will sort a query first by Ministry in alphabetical order, then by Last Name and have a field named BadgeNo that will be sequentially numbered from 1 for the first employee, to 82, for the last employee. . Ex. First Employee is from the Ministry of Agriculture, Last name is Ainsley and badge number or ceremony order will be 1 (first person to go up and receive their leather portfolio gift and to swear their oath). Can you recommend the tables and the relationships and how to do an autonumber field should I need to resort the Badge Number incase an employee drops out or a new employee is added to the database affecting the sort order by the removing or adding of a new ministry and Last name?
