Example:
One Program called TIME.exe, will send out data like Country's Date, or Time, to whoever evokes this program. Program Y calls this TIME.exe, and pass a parameter (e.g. NZ), and Program Y needs to accept values (Date and Time) returned by Program X.

Why dont you use Command Line Argument option provided in VB6. With this you can define a parameter to be passed to the exe, which can be used to return or fetch values

Does writing to the registry count as writing to the hard disc?
If not you can use SaveSetting and GetSetting.
