User Log'in' information

Remember the days, rather some of you, worked on med-range platforms; such as DEC Vax machines.
Okay,  After a user has logged into one of these Vax machines - it shows you your last log'in' date / time and other information(not needed now).  I have kids that are occasionally monitored. But I would like a VB6.0 program with source code that retrieves their last interactive login date/time and duration time. But yet keeps track of the current login information.  In another part of the program, via adminstrator privs, the admin can review all activity and set a few parameters: such as duration time( 60 mins or 45 mins and etc...) and log them off the system(pc) if they exceed that time frame - after a few warning msg. OR the duration time can be turned off.   I hope I have explained my request.  Thanks!!!...
