Visual Basic 6.0, Runtime error '380'; Cannot execute Viewer.exe error code 2

I have compiled a little app using a specific ocx.  It's a control for R&R report writer (rrw32.ocx).  The compiled exe runs fine on the machine I developed it on.  When I try to deploy it to another machine, I get this runtime error - Runtime error '380'; Cannot execute Viewer.exe error code 2.
I have installed the latest vbruntime files.
The app does not do anything fancy, it takes text input from the user and set the low-scope and hi-scope for the report, and then prints the report.

Any insight or help would be appreciated.
