is Microsoft OLE DB 2.8 unicode compliant ?

I am trying to insert chinese characters on Windows XP SP2 machine using Visual Basic application into oracle. My oracle version is 10.2 , MDAC components 2.8. The charset of my oracle instance is utf8. The datatype in visual basic for the stored procedure I am using is adBSTR and oracle datatype nvarchar2 - when I pass in English characters everything seems to be fine but when I pass chinese characters I am getting the below error :

Run-time error '-2147217887 (80040e21)'

Multiple Step Ole DB operation generated errors.
Check Each Ole DB status value, if available.
No Work was done.
