prevent concurrent read in sms gateway application

dear experts,

i have a sms gateway application (using GSM modem) with vb, i prepare a table in MS SQL called outbox with these fields:

id -> increment id = 1,1
phone -> recipient no
message -> message to send
datetime

after send a record, the application will move the record into SentItem table.

I run the application in 2 different PC with each GSM modem, let's say app A and app B, but the problem is sometimes the application read the same record in the same time, caused the recipient receive double SMS. So my question is how to lock the record FOR READ, for example i have 3 records:

message 1 -> app A read this, lock it, so app B can't read
message 2 -> app B read this because it can't read message 1
message 3 -> and so on...

my code as follows:
