the DragDrop event occurs when you release the mouse button after dragging some other application data over the control.

See the attached code that implements a target for dragging files from windows explorer to an application.
The target is an image control (imgTarget) and image contents changes as the drag enters and leaves the control.
Also the icon representing the dragged items changes as well.
the dragdrop event then loads a listbox (lstDocs) with the path and filename of dragged files.

(the imagelist contains the images to use for changes in the target control)
