Resources for VB.Net

I am looking for resources, web sites, good books, etc. on the following...

I have an application written in VB.Net 2008 and have a number of questions on publishing applications.  How to publish so that when the applicaiton is published to a network drive the user selects the same applicaiton all the time, no directory name changes or publish version updates, etc. and how to make sure the reports are always accessed from the same subdirectory on the network, server logins are always the same for running reports and database access rather than having to physically change database and server names in source code to move from a test environment to a production environment.  Also, items such as when a number is entered into a screen as 4500.00 VB changes it to 4,500.00, which is fine, but then it will not save in SQL becasue of the , (comma) in the text box on the vb.net screen so I am trying to figure out how to keep the display wiht the comma but write the correct data to the Sql table.

I currently use a rapid applicaiton development environment and it jsut seems so much easier to publish appplications in than in VB.Net.  I am new to VB.Net so I may be missing information and lknowledge so that is why I am asking for resource help.
