VBScript to delete all records in csv file that do not contain last buisness day
example:
Today is 2009-10-27 ,i need only records that contain
2009-10-26
Sample file layout is below
need the file to only contain records for the 26th
basically the day before!

Is the file comma-delimited?  Your example looks to be tab-delimited.

Regardless, paste the script below into a text file with a .vbs extension.  Customize the value of the strInput variable on line 5 with the location of your file.  Customize the value of the strOutput variable on line 6 with the location of the new file to create (entering the same location will overwrite the input file).  Running the script will write the header line and any rows containing yesterday's date to the new file.
