Cannot connect to SQL Server on client computers

THIS IS A DUPLICATE QUESTION FROM THE PROGRAMMING CATEGORY... I SCREWED UP AND PUT IT IN THE WRONG PLACE!

I have developed several applications using MS Visual Basic 6.0 SP5 using MDAC 2.7. Each of these applications use MSDE 2000 or SQL Server 2000. My applications work great on the development machines, but when I install the applications on client computers (packaged using either Visual Studio's PDW or InstallShield 6), the application fails on the connection to SQL Server. The only solution I can find for this is to install the Client Tools that are shipped with SQL Server 2000. After putting these tools on the client machines that did not work, the app runs great.

Obviously, that solution really won't work, as it is both illegal and too much hassle. I am wondering if there is a package from Microsoft or some DLLs that I need to be shipping.
