Access.Application object not working after Office 2003 upgrade

I maintain a VB6 front-end app with an Access DB back-end...we just upgraded to Office 2003 (on W2K PC) and now the code to open an Access DB and run reports does not work. It worked fine with Office 2000. I set the reference to msacc.olb and removed the reference to msacc9.olb when we upgraded Office.
In design mode, running debug, it shows that the Access.Application object is not defined <Object variable or With block variable not set> and the instance AxsRpt remains set to 'nothing'. See code segments below...
