The Solution Rating System

With so many solutions, how can you tell which solutions are most likely to help you and which ones are not? To provide you with a tool to use, we rate our solutions based on various elements that most accurately determine if a solution is a quality solution. To explain what factors affect the solution rating, here are the elements we take into consideration when formulating our solution rating.

  • The Grade of the Solution
  • The Zone Rank of the Expert Providing the Solution
  • The Number of Author and Expert Comments
  • The Number of Experts Contributing
  • The Feedback of the Community

Your Input Matters
Because of the way the system is set up, the most important variable in this equation is you. .DBF file "Access denied" via exclusive acess after restarting the server users are able to make thier changes

Can anyone tell me what would cause a file to give a file access denied error when no one is in it but if i restart the server i can make my changes.  we have nearly 200 clients running the same software but this is the only client having this kind of problem.  At this point it just seems to be two .dbf files

Note 1: "open files" show no one in it as well as "open session".  If  i restart the box i can go in it as often as i want.  It just seems that after several hour if i had to perform the task that would use those file it would deny me access.  
Note 2: If a programmer access the file with exclusive off he can make the change required at the moment.

I'm really at a loss hear.  It's not my server but i have been granted local admin rights to help figure this out.  Any suggestions or comment would be greatly appreciated.

I noticed a little programm called process explorer but i've never used it. it's my plan to get familiar with it unless someone recommends something else. thanks for your time.
