Creating a VB for to create a directory structure

I have been tring to create VB standard exe program to create a Directory structure based off given information, however, everything I do don't work. I have a batch file that I have used in the past but I can't seem to get others to use it too because its a "dos" thing. I have attached a Code Snippet of the batch file and a jpg of what I want the form to look like. The only change I would like for the program to do is set rights to the directories. Any help on this would be great, i am sure that the is an easy thing to do it you know VB.
