VB Interface Design

I have a program developed in Vb 6. When its runs on XP and Vista its giving a dull look. I have fond some interfaces thats look nice. So I'm attaching those pictures to this. If some one can help how to do this it would be a great help

and also I have submitting a menu also. I want to create  that menu please help me
