100% automation to send email attachment to local folder (using Exchange 2000)

Ok, here's the deal: I have a process that automatically generates a CSV and sends it in an email twice daily to whatever email address I tell it to. I cannot send that email to the intended recipient (across the internet) for security reasons. Encryption of the email is not possible in the automation process (don't ask - I don't have time to go there). I need to ultimately send the attachment (NOT the email!) to a folder on a PC hard drive so that the file can be grabbed by an automated FTP application to transmit the file securely to the intended recipient (they CANNOT accept an email, they can ONLY accept the file). I know that I can script this in Outlook, but that requires Outlook being open (not to mention being installed in the first place), which makes an assumption that a PERSON has opened Outlook before this process runs twice daily. I need as much automation as possible, and NO human intervention. I simply cannot depend on a human or multiple humans to do this job. It MUST be 100% automated. The best I can offer is a PC that is turned on and logged in (albeit with no adminstrative priviliges).

I would ideally like to be able to have a solution that connects to my Exchange Server mailbox (in the background) and gets the email and strips/copies the attachment and saves it to the local hard drive. I can run this on the local PC that has the FTP software, or I can run this on my Exchange Server - I don't care which one. If I run it o the Exchange server I'll just have to map a drive or type \\computername\share as the destination - obviously no biggie there.

I'm running Exchange 2000 and have Outlook 2000, 2002/XP, and 2003 available to me. Currently none of them are installed on the PC that I need to do this on, and I'd like to keep it that way, but I don't have to. Also, I have multiple people logging into this PC, so user profiles could be an issue if Outlook has to be opened interactively on the desktop.

There must be a way to do this.

I'm a Windows Sysadmin, not versed in Exchange, Outlook macros/VB, or any programming languages. Any help is greatly appreciated, and points/grades will be awarded appropriately.
