need help with win2003 and Cisco 2960 automatization-enable/disable ports base on schedule.

I do need a help to make VBS as described:
Client policy required internet access to be disabled during non-business hours.
I do have win2003 server and Cisco 2950/2960 switches and 2811 router  for access/vpn.
I do looking for solution , to disable port on one of the Cisco2960 base on schedule( in Win2003), by running small program, or by implementing Win2003 "built-in" options?
Or use SNMP 'private" to execute this command twice a day?
I think program should execute as following:
At 8 am:
In CMD:

telnet 10.12.x.x (wait 1sec)
user (wait 1 sec)
password (wait 1 sec)
config t (wait 1 sec)
interface GigabitEthernet0/24 (wait 1 sec)
enable (wait 1 sec)
exit
wr

(close CMD)

At 5 pm:
In CMD:

telnet 10.12.x.x (wait 1sec)
user (wait 1 sec)
password (wait 1 sec)
config t (wait 1 sec)
interface GigabitEthernet0/24 (wait 1 sec)
shutdown (wait 1 sec)
exit
wr

(close CMD)
