Is there a way to copy users and groups from a domain to other via Vbscript?

I have a production env and a test env. I need to create some users and groups from my production env on my test env. Is there a way to run a script to capture the users, OUs and security groups from the prod env. and then run the same script in the test Env in order to create this users, Ou and Security groups.
