Script that reads data from text file then updates SQL 2000 database

I'm trying to create a script (possibly vbscript) that will read numeric values from a csv or text file and then perform a SQL update statement for each of the csv values. Basically I have a file that is generated every 30 mins with new values (these values are the ID for each record in the SQL database) and I would like to update a field for each of the records that correspond to the CSV.
