The Solution Rating System

With so many solutions, how can you tell which solutions are most likely to help you and which ones are not? Excel scripting: Calculating unevenly distributed values

Hi,
     I have a challenge in computing some data in excel sheet.
The data looks like this
The logic is

I need to calculate the value in column D (Length) on rows having the value as CQU_I (column A) by subtracting Column C's value containing the string in column A as CQU_I from the first succeeding value in column C containing the value in column A as S_CI.

eg { D5=(C6-C5) ,
D10=(C13-C10) ,
D11=(C13-C11) ,
D12=(C13-C12) ,
D14=(C15-C14) }

Is there a way to do this easily in excel (I use excel 2007)?  I  was told that one could do this using VB Script in excel but I am not a VB programmer. Could someone help me with this ?  
any script on perl/python/jscript to do this will be quite useful too.
This will be much appreciated.
