Nope, all my users has 2003 only.
I'm also runnig Exchange 2003... Isn't there a way to access the Server Based rules of each user on the server?

Is there a way in VBS to add an outlook rule for a User?
I like vbs because It can use envirometal variables to get user information which would be perfect for building my script. If I could just get some startup code on how to do this it would be great..

Exchange-side, you can use the Exchange SDK. There are features within that allowing you to programmatically create rules, see here: http://support.microsoft.c
For some reason that KB article only references Exchange 5.5 and 2000. However, there is a worked example here: http://support.microsoft.c

It depends entirely upon the version of Outlook.

You can only access rules in Outlook 2007 - are you running this version? If not, you're out of luck - previous OOM implementations do not have the rule objects.
