3/ sounds like you want to encrypt the string in the registry. How secure does it have to be ? If user has access to your vbs code, then no point anyway.
4/ otherwise , a simple rotation cipher may be sufficient.

for more clarity... i like to add that as we do not able to read windows key saved in registry directly.. some thing same can be done .
